In 2026, a three-component cross-border logistics network combining road, rail and air transport will effectively operate in the Harbin Pilot Free Trade Zone. Harbin-Europe and Harbin-Russia trains run stably, TIR road transport and international air cargo routes have been established. Innovations have been introduced in the zone, such as “contactless approval” version 3.0 and a comprehensive service center in the Russian direction, optimizing the business environment. Logistics enterprises are concentrated, the range of services covers the entire chain: customs clearance, transportation, warehousing, financing and cross-border e-commerce. In 2025, trade volume with Russia increased by 18% in annual terms, the contribution of logistics exceeded 40%. Harbin is becoming a key hub for opening up to the north, offering Chinese and Russian businesses stable, low-cost and comprehensive one-stop logistics solutions.
